It was signed by ten countries:

- China GeoExplorerBy the China Data Center at the University of Michigan
- China Data Center (University of Michigan)In addition, the Harvard Map Collection has acquired a single seat license for the 2010 census of China at the township (as points) level from the China Data Center at the University of Michigan. The data can be accessed by Harvard affiliates in the Map Collection reading room, Pusey Library. This complements the existing license for the 2010 Census at the county level.
